The Torre de S. Sebastião was constructed at the initiative of Jorge O'Neill, an aristocrat and financier of Irish descent, and it stands as an impressive example of Cascalese summer architecture. The tower is part of the Marechal Carmona Park (Parque Marechal Carmona), also known as Gandarinha, which encompasses the museum and the Ermida de S. Sebastião, a chapel dating back to approximately 1594.

The museum owes its existence to Manuel Inácio de Castro Guimarães (1858-1927), the second owner of Torre de S. Sebastião. Recognized for his contributions, Manuel Inácio de Castro Guimarães was awarded the title of Conde de Castro Guimarães by D. Manuel II in 1909, and the museum is named in his honor.

In 1924, the Count of Castro Guimarães bequeathed his house, along with its extensive artistic and bibliographic collections, to the town of Cascais, with the intention of creating a municipal museum and public library for the community's benefit. The bequest was made in connection with the gardens and the adjoining park, which were designated for public recreation. The museum officially opened its doors on July 12, 1931, fulfilling the Count's vision.
